Cactuar soloes Major Numerus without a Hero Drink. You don't need it, just a load of HP, good stats (defense up also helps against all the commands) and Vigor. Quick Attack speeds things up tremendously.
Cactuar Stats:
75000 HP / 999 MP / 255 All Stats @
Dressphere: Mascot (Ribbon)
Garment Grid: Mercurial Strike (Quick Attack).
Abilities:
1. Attack (needed for Quick Attack)
2. Quick Attack (much higher dps than attack)
3. Vigor (Recover 50% of total HP, no charge up, no mp cost)
4. Dispel (should replace with Strength Up/Defense Up)
5. Full-Life (only needed when levelling new creatures in parties)
Auto Abilities:
1. Break HP Limit (Enterprise x1)
2. Break DMG Limit (Invincible x1)
3. Spellspring (Ragnarok x1)
4. Auto-Haste (Speed Bracer x3)
5. Ribbon (Mascot)
6. Tetra Eater (Tetra Bracelet, Acc slot 1)
7. Double All (Key to Success, Acc slot 2)
Miscellaneous Information:
I level up my new creatures from Lv20 onward on him. He's good money with 3 Key to Success and it never hurts to get more Iron Dukes. I am at 15 million gil now. lol - Ігри

Lol, vigor...tnx for this awsome tutorial. How long did it take for this cactuar, bro? Quite long, I guess, just look at your HP, crystal bangle just give 110hp. You're gonna need about 300+ for that pool HP.
Trung Ung Ngọc I don't know if I even used crystal bangle. It's been... more than a year since I uploaded this video. I remember I didn't use some of the "best accs" for stat boosting because they were too tedious to get so I went with something easier. xD I think I bought these items from Calm Lands with all the loads of money I got and just kept repeating that until whenever. The items was a HP-type bangle but I forgot which one. You can buy them in bulk is all I know.
So did you unlearn Ailment Defense because of Ribbon? Are death attacks not a problem?
Tommy Tindall Man I didn't see this comment in my feed. Eh no, I didn't unlearn Ailment Defense because that's a skill exclusive to medium or large monster iirc. And death attacks aren't a problem because they're rare, and honestly, nothing that DOES have it lives long enough to pull it off or misses the attack. lol
Haha its alright. Yeah I now have a team of Cactuar, Logos, and Mushroom cloud. The game is now broken. Lol
Nice. Any monster can break the game with the stats for it. lol
Kinda wonder what the story behind this thing is in the first place, considering its called the outer world envoy, It might have something to do with being a godlike being like Shinryu (its power sure as hell is pretty godlike)
Its Japanese name translates to 'A messenger from the outside world (Major Numerus)'.

+erdeljan Check if your creature already has 4 commands and abilities learned through items or other means. Limits are only bypassed for commands by Garment Grid/Dressphere related shenanigans. That's why my Cactuar has Quick Hit and 5 commands in the video. The same applies to abilities. You can have 1 ability from the dressphere, 1 from the Garment Grid, 2 from accesories and 4 through learning (feeding). Have a look at that.

Must of taken years getting his hp to that level
Well the biggest grind is unlocking the cup and preparing your team to get this boss and such on farm but once you do it goes pretty quickly.
