this is NOT the difference between 8gb and 16gb, as a lowend user i can say that the graphics card , or better, the lack of one can EXTREMELY cause an impact in performance. also, with such low ram and if we assume the cpu and gpu are good ones, the system would bootleneck like crazy making it a slow and laggy, even one component that can't keep up with other components can cause a bottleneck. also, beamng's minimum requirements are 16 gb so with 8 gb you get 6 fps and with 16gb you get 12 fps and with 22gb (my laptop came with that amount of ram, don't ask) i get 16 fps because of the lack of a gpu. this guy most likely has a great system and he simply lowered the graphics and added an fps limit.
The reason why it’s possible to run better graphics with more ram is due to a function called “shared video memory” where windows automatically allocates up to half of ur system RAM for ur GPU to use in case it runs out of VRAM space.
I bought a 1070 in 2017 with 8gb ram and was playing vr kart Kraft and was struggling big time. Upgraded to 32gb and it has played excellent ever since. Never tried it with 1 16gb in though. I'm more than happy with the 1070 and 32gb, although I could upgrade. Mines a hp omen laptop.

I myself can confirm it gets sometimes about 10 less fps, i went from 16-32 GB of DDR4 3600mhz, the game stopped crashing from running out of ram but i did lose a little fps

I like low gpu and cpu temperatures so i will go for 16 gb ram... Temperature is very important in determining consistent performance... Gpu should be below 80° celcius, anymore than that will cause trouble.....
