What makes a yonko is simple. Fame, territory, influence, power and highly skilled crew members. Edit: you could probably also add connections. For example family connections or having powerful allies.
Did Roger rule over a fleet or territory? He seems to me only having an amazing crew, not caring about power or influence . Luffy wants to be pirate king bcs that means he is the most free man on the sea. Crocodile and Doflamingo have both great powers, huge armies/organizations, rule over island and aren't yankos. Yanko for me is a pirate who possess power to challenge the marines, alone or with his allies, and can't be bribed or corrupted. Don't care about territory or allies. Maybe fame play a role in choosing title holder too. Was Roks D Xebec a yanko? Or the title didn't exist then? He ruled an island and challenged the world government.
So you don’t think Roger and Xebec weren’t Yonko👀👀, and neither crocodile or Doflamingo had the strength or armies to rival the WG. If you think the straw hats alone with out any outside help can take on the whole WG then I pray for you
