There are a few ways to achieve this, you can have your sim become a vampire (if you have NightLife), max or set to half their motives, and make motives static (which keeps them from going down further). If you do not want a vampire, you can simply turn off aging, and follow the other steps. If you wish your sim to age to just a certain point, just use the other steps, and turn off aging when you desire. If you want pregnancies to progress, as well as babies/toddlers/children to age, you can elevate any target Sims (teen/adult/elder), to gold/platinum statis, and repetitively drink the elixir of life, again using the other steps to maintain the static nature. Just remember when travelling to other lots, needs will resume, and you need to remember to make them static again (you can always use the sliders to lower any needs, prior to making them static, so you can interact with others: socializing, dining, fun activities, etc.). Many cheats can be placed in a start up file, if you want to keep an entire neighborhood the same, which would also, if used, keep needs static when travelling to other lots. Hope this helps. 😊
Since I could not edit my above post, I wanted to add one other aspect. You can actually leave aging off for the entire neighborhood, and either use birthday cakes to age up Sims or cheats to age up/down. You can also use cheats (I forget if you need a mod), to progress pregnancies, i.e. forcing birth, twins, triplets (definitely a mod needed), etc., even terminate pregnancies, if desired).
I keep control pets on in my userstartup so I can make them eat or move if I need to, or cancel chewing on furniture when Sims aren't around.
I very rarely use it as I think part of me likes the chaos and there is less for me to worry about but it is very useful!
