This "TopBull" looks exactly like a Sunergy MPPT controller. Others have tested this same product and were impressed by its overall performance. Like you said, time will tell.
I have yet to use this controller . I purchased one 20 amp and two 40 amp units . I was looking for a utility budget type 12 volt mppt controller! The reviews seemed to be pretty good. Wanted to use them in some outbuilding ( sheds and barn) systems for lighting .
I think the timer part works with the load part of the controller. I don't use that part so I can't help and the user manual is useless to figure out how to use it. Sorry I can't be of help.

Only used it for several days seems to work good so far. Longevity who knows. Will probably have an up date in the future.
Get yourself a precharge resistor to prevent damage to inverters and BMS.
I have one of them. Can you please explain to me the 1-24 hour timer in the setup menu?
