I feel everybody overcomplicates this. KRs are KPIs that you bring into company focus for the Quarter, by assigning aspirational target, linking to goal and assigning responsible. Usually only big and lagging KPIs are good candidates for KRs but if you have no Lagging KPIs yet you can use leading.
