I tried replicating but I didn't get the one touch you mention
After adding the brush symmetry it doesn't make another layer. And fir that wasn't able to make selection of the brush 🖌️

When I press alt+shift it comes up the eye dropper. Furthermore, after sliced in eight, that 3rd layer just does not shows up at me. At about 1:25-1:30.
