Its called a compound turbo set up. its 2 turbos set up like one giant turbo allowing for quick spool up at low rpm range until the second bigger turbo is ready to take over.. pretty crazy

There is such a thing as a twin turbo evo (tuned obviously, not factory) there's a company in the U.K that have done it, CPR tuning I believe. I'm sure others have done it, including a twin charged Evo VI that competes in hillclimb events.
Its probably rich because he's on the two step on the launch, if you're hitting the rev limiter it can happen, my car does the same thing when I'm racing and it accidently hit the rev limiter in 2nd, nice show though, loud bang and nice fire ball. :) Good vid, nice Evo

Depends on what good tires are to you. We spun all 4 on the shop Evo VIII at 412 to the ground with Ventus on it. NT01's though, Could still break traction, but damn sure wasn't as easy
Obbyb1 I rode along in a 450hp evo8 that could spin on dunlop direzza star specs on a cool night. I thought the same way as you though before I rode with him so I understand your viewpoint.
Plus an evo in dark green ? Plus it proberly only has a single turbo ? It doesnt sound loud enough for a double turbo .plus if it does have NOS it would have maybe an extra 100hp-150hp
