No village level committee should get involved but the department should form a special investigation team to look into the matter ASAP. If necessary the team should be headed by an IPS.

The village GBs and Village Council is dissolved more than a year back due to corruption.
Administration is the legit body now, even after knowing that trying to get approval from the GBs or the council is just an excuse, getting more corruption instead of bringing a solution.
After buying land , the seller/buyer have to pay between 5-10% of the land price money to the council as tax to obtain village land patta, so maybe nobody wants to approach them.

Did Prelo go with the owner to get signature from council representative? If he goes with the owner to get signature and meet chairman or GB's during his purchase,he is right but if Prelo didn't meet them,and brought or done by the seller alone,that means the owner play some games,so Prelo may not get, one question, during purchase,who meet chairman, Gb's personally,they will owned the plot.
The legitimate rightfull owner is the first buyer, because the culprit have given all the rights of ownership to the first buyer in the execution of the sale deed..and so those who bought afterwards should hunt down the culprit to get back there money!!!

EAC has not right to interfer in local village administration. To buy a land you have t9 consult a village gbs and chairman. Prelo didn't take consent of village GBs and bought land it seems. Its upon village gbs to decide who's the real owner

FYI the Toulazouma council members has been dissolved because of rampant corruption and mismanagement of funds for the past years so he has taken sole responsibility of governing the village on the general publics appeal.
