I would say Steins;gate wrapped up quite nicely. In fact, Steins;gate 0 wasn't even completely necessary. Instead of a s3, perhaps an adaptation of another route of the light novel?
There's also the issue of pacing. Steins;gate has a much slower pacing compared to newer animes. It lacks a "hook" to get people interested and stay on the anime long enough for it to get good. As such, it will probably be hard to get new watchers to like it outside the original steins;gate fans.
