Tell the brass players to get their horns up so they are not playing into the floor or into some else's back muting the sound. Maybe more rehearsal time would help cure some of the intonation problems. Small ensemble playing might help, too. They are not listening to each other, Is that the fault of the acoustics of the performing space on stage?
