Now a days mostly people's identification with body and its parts is more, added to that our society and media is tingling our senses so much that hormones are hijacking our minds at an very early age. Impressionable minds of youngsters are getting spoiled since we are not giving proper sanskar. I found youth related courses taught at Art of Living and Isha Foundation are very helpful, no amount of sex education and moral policing will help.

But pre-marital relationships cause loss of trust and decreases the success and faith in partners.... That's why the number of extra marital affairs are kinda high.
