It's not slavery or racist. victim's just trying to get information out of The Chosen One. So he tortures him. He should know better, as the best way to get information out of someone is to befriend them, and torture doesn't work, as torture victims can easily lie. Maybe victim took this approach because he was named "victim", so he's disagreeable/stupid, so he's likelier to end up as a victim. That probably wasn't what was going through his head, for of course he doesn't want to be a victim. But rather, he has disagreeable/stupid tendencies by nature so he's more likely to be a victim.
