There seem to be two approaches to the Bluebird pas de deux. Traditionally the Bluebird, and Florine as a human princess who wants to fly too and join him, and this one, in Ashton's version for the Royal Ballet; Princess Florine has achieved her wish and been transformed into a bird to match her avian prince.
