I would say, don't use cmd+T to move your image, just click Shift will you're scrolling it to the top. This is how I made it work. (Mac - Adobe 2022 version).
For the life of me, I couldn't figure out why this WASN'T working for me - this process won't work unless the layer you're moving is a smart layer. Otherwise the transform option doesn't show up, instead it says Position which is not the same thing at all.
