I've been keeping my eye on this game a bit waiting for it to be stable with some more meat on its bones. That said would you recommend this for someone that's coming from diablo?

Its a lite version of diablo, so yes. Probably you want to play torchlight 2 this half year until 3's launch. Everybody has opinions, but everyone say (me myself) that 3 isn't gonna be better than 2. hopely simply a different take (t2 is less simple, even accessible enough)

If you are coming off of Diablo 3 I’d highly recommend this game. I just recently got into this game and it’s gotten playable if you do it on single player….. I made a railhammer class and lvld all the way to 49 in 2 days

At least the game looks good visually. Doesn't seem too deep at the moment.
