I was recently trying to clear up my niece's account quest backlog and at the _final_ stage of Nahida's first story quest, Sumeru City got hijacked and I had to begin Yoimiya's second story quest in order to get it out of the way for Nahida again. My goodness.
Based on what we know right now, Neuvillette does not hate Arlecchino or the fatui. He hates Celestia just like the Tsaritsa does and even gave away the gnosis to them. There could be other reasons why she's being diplomatic about the fatui occupation of Fontaine which we'll find out in the story quest.

Bcuz the fatui is not the enemy of neuvilette, celestia is. He has no reason to stop the fatui and tsaritsa when their ultimate goal is the same.
