Discharge rod and not earth rod. One end is connected to de energized line to be repaired and the other end is connected to existing earth electrode. So if stray current comes in the de energized line from somewhere like backflow from genset due to faulty change over switch or from another parallel line due to carelessness of linemen, that current will immediately trip the line because it's earthed. The linemen are saved from shock. If there is no discharge line, then the fault current will flow thru the lineman and kill him. Our area has overhead line. Once when EB was changing the switch box near the transformer the contractor was L & T. They used 14 discharge rods. 11 kV HT line 3 nos downstream and upstream each side, so 6 nos. 415 LT line, 4 nos each side, so 8 nos Totally 6 + 8 = 14 discharge rods! One tip : while removing, the discharge rod has to be removed first and then it's earth connection should be disconnected for safety. Opposite method is not safe.
