O_O perhaps the surface will be resistant to any additives i guess unless more water just goes under it, no point there, unless an insect walks across it that would be cool
It only works on things that can become wet, water is not wet, wet is an adverb used to describe something saturated with water, you cannot saturate water itself, you would only add to the water supply
but wouldn't it sit on the surface of the water like oil does? creating a thin layer of "water proof" film on top? I know it definitely wouldn't mix because it's like a super version of what oil does, but wouldn't it sit on the surface?
