You are correct. The Remote Terminal Unit failed on the 1000 when the new system was installed, rendering it inactive. The blower, chopper, and rotator are still fine. It won't be removed, since it would cost a lot of money to get it down.

The ones that are still standing ARE NOT backup sirens, they are just inactive and disconnected, left abandoned either because it's too expensive to remove them or they were forgotten about and don't cause any problems

No they're not, a good portion have been removed and sent into scrap or private collectors, but a decent number of them still remain
