Yes. And I could be wrong, but one source I've seen says that it was HERAKLES' bow- so not only does it take the secret technique, but it ALSO takes a lot of strength.

The alternative is the bow needing a trick to string. There are others that combine them, so both great power and technique was needed for use

It’s called a palintonos, it’s a composite bow that’s bent backwards and it takes a lot of strength to bend the bow into the correct shape to string it. I’ve only seen one animatic that has the actual bow. The challenge by VirusAP

I'm an actor myself and I have played plenty of characters that were horrible people, including some that were like this and I definitely have felt a bit weird and uncomfortable about it. The key is being able to separate yourself from the character and recognise that it isn't you saying these things.

So it's both a matter of strength and technique or *wit*. On top of that, there was very few recurves at that time in history, so the suitors would not know the way to properly string it. Fitting for a trickster hero like Ody and clever of Penelope to pick a hard challenge (and there's the 12 axes on top of it to make it impossible for the suitors)
I know this song is extremely dark, serious, and graphic in its subject, but the line from Antinous "Only the ocean and I will know" inspires me to imagine Poseidon panicking and not wanting to be involved after just going through 600 Strikes. That makes me feel a bit better while listening to that part of the song.
