Im not an Overwatch player b ut I dig your Vids. This Mic issue is all to common Ive found on PC I think in addition to your solution a simple tic box on profile {Mic Preferd [YES] [No]} would also be great

I think the problem with sorting queues this way is it would mess with Blizzard's ranking system and increase search times, they removed the avoid player feature because of this. Say if Blizzard could/did measure useful communications properly and created lobbies accordingly they would be creating distortion among their pool of players, chatty players will encounter each other more frequently thus narrowing the total range of players they will encounter. You might say this will increase match quality so screw the large pool of silent solo players but take into consideration Blizzard's stated priorities and their execution so far. The player base wants solo queue or at least to balance out premades per team yet because search time is the number 1 priority you will be dumped into unbalanced teams as the norm and occasionally even play 6 man premades with a team of solos. So lets take team communications use into account, who are the most coordinated teams? Premades. Will chatty solos enjoy fighting premades all day? The odds are against solos. Finding enough players of equivalent chat rating per queue won't always be possible, will one team have a communicative squad and the other not? Will that chat rating be factored into a handicap bonus for the other team? That's a recipe for one sided stomping. Blizzard would rather scatter chatty players randomly among the player pool to avoid distortions, they believe their SR system works so they will never do this.
Instead Blizzard should incentivize the player base to communicate rather than putting placing a system under the hood to facilitate it. Players with mics attached and enabled should have it indicated when tabbing, usage of the mic should translate into XP per second calculated at the end of the round, a bot should determine whether the recording is music or silence and punish accordingly, players could also flag mic abuse/music faggots. Usage of a mic at all should be rewarded per round with a 10% bonus. Players using their commo rose properly should be rewarded, a when a player orders "heal me" and they are healed to at least per 50hp(100hp for Lucio or amp it up) they are both rewarded, if a meet here command is issued and 2 players come within a 5 meter radius of that player for 3 seconds they are all rewarded etc. This would help break the ice for a lot of players, QP people would also become a lot more communicative and that would translate into a normal culture across the whole game.
Only problem with handing out XP is greed, ActiBliz won't like players getting their loot boxes 10% faster or so, they might increase drop rarity(which is already shit) to compensate.

I think most people just want to jump in and play. They don't care much for strategy or planning. Making the initial wait longer won't solve that problem. Your mic idea was on the right track and needs to be taken further. How about a way to match like people with like. At the end of a match you get to rate your teammates on their various qualities, personality, playstyle, etc. When you queue you set a preference to the types of people you want to play with. People like you who like to strategize could queue into the same type of people. And the 13 year olds who want to run around gun blazing could queue into others of their type.
There would have to be more to this system though to prevent everyone from setting the same preferences to maximize their chance of winning, even if they don't contribute to the team. Maybe match people on these qualities automatically.

I met a player; he picked tracer. He had 20 mins on tracer. We lost the first round attack. He picked tracer again on defend. We called him out; he finally replied: "i have only 20 mins on tracer, so im gonna play her, as practice." I kept bitching about it, and he said "stop whining, its just a game."
In another match I was calling out flankers like, "junkrat on top left!!!". Junkrat wiped the whole team. Or, mcree behind! Some teammates took a couple of shots at him, and then went back to ignore him. I yelled "mcree is still there, he gonna ult us in the ass!!!" Mcree ulted us in the ass.
I keep calling out stuff, only one using the mic, and teammates start typing STFU you whiny bitch!". That's where I usually alt+f4.
