Hypnotic, you can gift games on PSN just like you can gift them on Steam, and I don't think you need a console to use it. I am not sure how regions work with that, though. Possible you can only gift within your region, I never tried. You also should be able to buy game codes and just gift those, but I understand how that is much more of a chore than just going to steam and doing it in 1 click.
