Your best bet would be to treat it similarly to a deck, with an oil based treatment system. You could also look into alternative surfaces to replace the birch, something already waterproof or resistant. That said, the lumber the base is made of will inevitably absorb water, the best way to make one waterproof is to build one from the ground up with either treated lumber or a composite material.
