I had an idea which seems to work well , I spray rusty areas with a penetrating oil, let it sit a while then follow up with undercoating , the oil never hardens and the undercoating seems to form into it , like a multi layer sheild, used it for two years on some brake lines and seems pretty tough, only tried it one some steel lines so far , but holding on well. .
