While I have great respect for the Lewisville Police Department, it's officers and its leadership, and while I agree completely with their expressed ideology of forging relationships with Lewisville's citizens via an open-door policy, transparency and communication, I must disagree with Chief Rollins assertions in this video that this applies to every citizen. My experience trying to reach out to Chief Rollins in good faith to meet and discuss concerns wasn't the positive experience that was depicted above.
I tend to come from the old school of good cop = to protect and serve with integrity, transparency honesty and without bias. Unfortunately, my experience wasn't in alignment with Chief Rollin's assertions regarding welcoming anyone to come to sit at his desk to have a discussion. When I initially reached out to him during his first week, he was very guarded about having a meeting with me and just as guarded regarding having a phone discussion. While we did end up conversing by phone, I noticed that he was still unreasonably guarded and even opted to place our call on speakerphone without my knowledge or consent. As such, our conversation was not private, and I could hear other voices in the room. Further, he asked rather pointed and interrogative questions like I was a defendant in a court trial. As such, I felt totally unheard, untrusted and also as if he had been negatively influenced prior to our discussion by city leadership maligning my name to him. Lastly, I felt that it was like pulling teeth to try and have him speak with me. Needless to say that this experience wasn't a dialogue, wasn't transparent, wasn't honest and did not reflect an open-door policy as has been asserted.
While these attributes may have been shown to other citizens of Lewisville, I found that it was based upon who the citizen was and if the City Council, City Manager, Mayor and Directors liked that person or not. "Selective" relationship building and listening is never a good practice for any leadership team, and especially for a police department.
