You can’t fight what functions as a state within a state. You have to destroy its funding. America has to stop funding death squads in Mexico. The Mexican Government simply has no power to deal with such powerful enemies. Mexico is more like Syria with different paramilitaries controlling regions and fighting amongst each other.
