Makes the tournament far too large, making the style of play turn from trying to win the game to top the group, to trying to draw and get any point as you get get through to the knock out stages by finishing 3rd of 4th. Having smaller countries in the world cup doesn't make it better, it makes it worse as you get a complete clash in quality and it creates boring matches.
