Too early and your hurt by the volatility, too late and your hurt by the time decay and slow progress of the move
yup, you should open your position after 945am:10am, and by 10:30 you should be out any losing positions or letting your winners run, which is technically not trading
From personal experience, I'd say there's a lot of truth to what he says. The first hour of trading is... the most interesting... (and can be quite dangerous)

This methodology is still valid today and is especially true for futures or options which are the same.

Usually the time direction is confirmed but 9:55-10am would be more of a sniper entry
