Not true, they need a warrant before they can FLIR your house, and this is 1.2 kw, a small electric bathroom heater is comparable in power consumption (No smart meter can tell the difference). Your thinking of large commercial size grows in residential housing stealing 30kw of power and the house glowing with radiation.

You will need an intake to get fresh air into the room and you will have so many issues with heat in that room running hps in summer, i also suggest running the ballast outside the room if possible just to eliminate as much heat as possible
You can trust hooch on this one. This System is absolutly foolprove. Also the combination of deep water roots and roots in growmedia is very benificial for the plants.
You fan lasts longer if you put it before the lights as the heat lowers the life span of the fan. Just after the filter so it’s pushing the heat instead of sucking it
Tip. Inline fan should be connected right to the carbon filter to limit possible air leaks. You want the inline fan pushing the air through the lights not sucking. Otherwise you may get unwanted smells getting sucked into the system.

As others have noted, a parallel vent system would be better/cooler than being in series. The second bulb now has very hot air being drawn over it the entire time, rather than having fresh air being drawn into each light individually. The sickly yellow won't help with the "stealth" factor compared to a modern, full-spectrum White LED.
