It kinda depends which era, with Tom. He loved working with Liz Sladen and Ian Marter and had a lot of respect for Philip Hinchcliffe. But took a real dislike to Louise Jamerson and didn't much care for the direction the show took under Graham Williams. He seemed to have a more positive time around Mary Tamm and Lalla Ward. "Suzerainty" is when a nation is technically sovereign, but really is obedient to another, more powerful nation. Essentially, they're independent in name only, and have to get approval from the controlling nation for all their actions.

Ah yes. My favorite 4th Doctor quote.
"You never fucking know the answer when it's important."
I'd like to think that caused the reply to be adjusted from "Insufficient data" to "Damage renders data unavailable".

The best Tom Baker line. “You never f***ng know the answer when you need to!” 😂😂😂
Hartnell famously flubbed his lines a lot, but due to how much it cost in those days to reshoot they had to keep the first take.
He was stage trained, so he knew how to recover from a flub without getting flustered! That's becoming a lost art, I think.
That was fairly normal on TV in those days. Other actors did it too. Happened a lot in The Avengers.
