My question is how do you get this transcript evaluation waived? Because I have seen most of these Universities who are accepting low CGPA requires you (MUST) to evaluate your transcript before acceptance.

Usually its quite frustrating to be denied admission after paying application fees.

I have read a few school sites and I have been finding it difficult to pinpoint this information.
Also, I have heard that you have to rather state your intentions for a scholarship in your statement of purpose. Is that the way you go about asking for a scholarship?

Check the school website thoroughly and if the information is not there, send an email to the graduate coordinator for the program of your choice. The email is on the website for the program that interest you. Good luck.
