They can shut off a street in a city for normal street shots though, but they can't do all that damage to it. too much time the authorities won't allow and tons of money.

It's not all practical though, aside from the locations, most of the *effects* were CG. Very obvious CG at that.
+Blue Whovian they didn't nuke the city, watch the movie. They did use a lot of CGI but it was CGI that couldn't have been done with practical effects. Everything in this movie that could be practical was practical, BVS just couldn't do that.

BIGGEST LET DOWN IN MY OPINION: The enemy in this movie. Spoiler alert. Just some magical creature that's shooting a generic electric beam into the night sky after regaining its powers back. I was looking for a group of bad guys that would equally match the Suicide Squad which would also make their services even more necessary since it takes one to know one.
Also, the military foot soldiers that have to babysit them are annoying. They all have to stick together as they wander aimlessly through another abandoned city we've seen many times before. Like kids holding hands together on a field trip.
