As standard, when there is no modifiers, that called as RFS. But as per GD&T rule#2 still we can use MMC or LMC material modifier on the RFS condition.
For design stackup analysis, we need to ensure the Inner, outer extreme boundary. This is the case explained for RFS condition.

If modifiers(MMC, LMC) not called on the geometric tolerance, the base geometric tolerance value is constant. what i meant here is "the inner boundary or outer boundary will be the MMC or LMC of the feature of size along with the constant true position" ( for example : hole Ø12.0 ±0.1 with Ø0.1 true position tol. here MMC is 11.9 and 12.1 is the LMC) when RFS called we can control the size anywhere between LMC to MMC.
