And a theory, that may be a stretch, that legalizing draws vagrants from the area where it is illegal. They deal with the police all the time, this would make that less. The idea to stop the black market should be promoting safe and regulated dispensaries, stopping putting so many regulations on growing such as personal use, and stopping taxing so high. A large-scale grow can cost upwards of $55,000 to start. Cut out the black market, then add a small tax, or use the taxes to fight the black market. Taxes and regulation caused this horrible legalization issue, which caused the black market to profit.

They need an economist to come in and aplly a decent method to come to conclusions. There are too many questions. Like the economy has gone down in the U.S. Bad economies usually see an increase in crime. Did crime go up in other states that haven’t legalized too? Is it possible that because of the legalization that more youth has moved in? Are police more focused on other types of crime now? These are just a few things that economists would sort through.
