Despite of some important improvements on massive education and industrialization in USSR , communists ideology is aggressive in nature and it is difficult to manage peacetime with them . Of course J. V. Stalin was careful diplomatic , in contrary to V. I. Lenin , who was radical communist and atheist.
I know this piece well, having played it since high school. This is my favorite rendition.
Lugansky is also not bad. But yes, I play this piece too, it's really great and melancholic. My favourite part is from 0:40 on.

Seriously - it’s jarring. Can’t tell whether the piano is tuned up a half step, or if it’s some distortion in the recording.

Most likely due to distortions in the recording. I hear this in a lot of older recordings and I think it adds some charm to be honest.
