As an F1 fan, I will say that the 2005 rookie class in NASCAR is a lot better than that year's rookie class in F1. In F1 in 2005, you had Tiago Montiero, Narain Karthikeyan (the first F1 driver from India), Patrick Friesacher & Christian Aibers. Apart from the very awful US GP at Indy where all 4 rookies got points finishes due to the fact that only 6 cars took the grid, the 2005 rookie class in F1 all had terrible careers & 2005 could be seen as the last hurrah for Jordan as after this they became Midland/Spyker & were terrible. It was also the last year for Minardi as Red Bull took over the team the following year & it became Toro Rosso (today Visa Cash App RB). Quick side on Montiero, he won the Nurburgring 24 Hours in 2019 & 2020 & Katrthikeyan even did one season in the Truck Series in 2010 winning the most popular driver award.
Maybe go in order, went from '04 and '05. '06 would be logically next. Had Bowyer, Truex, Hamlin, and not to mention Reed Sorenson, David Stremme, and Brent Sherman.

I would say 1998 honestly.
Honorable mention to Carl Edwards, who if he had run fewer races in 2004, would've easily gotten one of the best rookie seasons in history.
Kyle was racing at 16 in the truck series.
