Seems like you missed some of the park/Lazar dialogue, they have a thing due to having a mutual enemy, actually some decent character building if you talk to the characters during the safehouse segments.
I actually didn't miss that dialogue; I had a paragraph about that in the script that was cut out of the final version. Can't cover everything sadly. Arguably, I think that the connection between Lazar and Park is still pretty lazily written; I wouldn't even say that they have a mutual enemy... "Madam Shell", the villain that cut Park's neck, has no connection to Lazar, except the fact that he hunts her down and cuts her neck in revenge for Park. How does Lazar know about Park's past? Did these characters know each other before they are united by Adler? And... why does Lazar care so much about Park to go hunt down her secret enemy BEFORE they meet/are reunited by Adler? Notably, none of these characters, including Madame Shell, appear anywhere in the series outside of Cold War, as far as I can tell. Its weird that they came up with all that detail for a character that doesn't ever appear, right? Maybe a part of those different plans for Park I speculated about. Admittedly, I doubt I have seen EVERYTHING in the game; and I'm sure I've missed some of the character dialogue, so Its possible that I missed the answers to some of these questions.
