Back when I had this problem, it wasn't just "device not charging" the entire software inside the laptop was messed up. I took my laptop to a man who works in hp servicing center and it turned out that I had a "3F0" error (whatever tf that means). So, they erased everything in my laptop and then recovered my original windows using "hp recovery tool". End of story. If your device is not charging.. I don't know what to do about that. Sorry.

Did this twice after installing a new battery. Had accidentally let the battery drain so far that it shut of laptop contrary to what the new battery instructions said. Don't know if it toasted the battery. When installed the new battery as 70% but it still said plugged in but not charging. Grrrrr!
