Well he makes a good point because I searched how to power off USB when computer shuts down and this was one of the top videos to come up. After doing exactly what he shows it didnt work. So I'm guessing this is not the same issue I'm having.
Hi-Gain Guitar Channel you should be able to manage that in the BIOS then. You could check the manual for your mainboard to find the options for the USB power management.

This settings fixed my keyboard double clicking. My keyboard is getting too much power current to my cpu that's why it's double clicking
