yes it is! and it has nothing to do with roman empires. it was written for kaiser franz the emperor of austria before World War 1. It was taken by Adolf Hitler when Austria joined the German Empire and is since then it is the German one. Me as an Austrian get crazy about this cause our hymne is surely not as beautiful as the "German" one.
