But sometimes the policeman isn't there and Larry has to wait or someone will k lock on the door for Larry and they keep him waiting sometimes in the rain

The Door to 10 Downing Street doesn't have a cat flap for the same reason that it doesn't have a doorknob on the outside of the door; Security the UK has had issues with domestic terrorism in the past it wouldn't take much for somebody to build a powerful bomb that is small enough to fit through a cat flap.
