Is it possible to be offered into a PhD program without funding?

Yes, actually. You’ll often see this happen when a program is aware of the funding source for the student. For example, individuals coming out of the military can have their education funded, and in those cases, the program may offer them a spot, knowing the military will cover a significant portion or all of the costs.
Now, if you’re being offered an unfunded spot and the program has communicated that you’re responsible for independent funding, that’s typically a bad deal. Either you’re low on their priority list, or they truly don’t have any available funding. I’d recommend not taking that deal. If you don’t have any other options, consider a paid masters program, which will be shorter but prepare you to be a strong candidate for future opportunities.
