So I understand that this idea is out of scope. But what about something that adjusts the introduction of settlements, SimSettlemtns 2 and the Minutemen? My personal thought is basically, you get out of the vault, go to Sanctuary, Codsowrth is shut down instead maybe you canrepair him, maybe you can't, then you proceed to Red Rocket, there is no Dogmeat, but instead the Abernathy's normally dead daughter, fighting the mole rats. You can help her, if you do she thanks you, takes you to the farm. You go to the farm , go through simple farming tasks, get a bed, some water and food and learn of Raiders, the daughter asks you to come with her and clear out the mole rat cave under the Red Rocket. You do this, and either at that point Dogmeat is there and he leads you to Concord, or she explains that she wants to check on the people in Concord, or you go back to the farm and the main character of Sim Settlements 2 is there (I can't remember his name) and he goes through his normal shpeel. Then the game could proceed as normal, I would say to make this as compliant with lists without SS2, it could not focus on the options with the SS2 character, but then when you escort Garvey and them back to Sanctuary, he doesn't ask you to help Tenpines Bluff right away, first you help set up Sanctuary, the last task after setting up defenses could add setting up a beacon, which would then either proceed vanilla with Garvey or if you have SS2 then that character shows up more naturally and proceed with that path. You would only really need one voice actor for the daughter, then after her stuff is done, you return to Abernathy farm and the father tells you she was killed by Raiders at Olivia station (the vanilla voice lines, just delayed to be said later) and asks you to get the locket, giving you a natural progression for early quests and a better openning tutorial/introduction that feels like what they were really going for
You got ideas for the other main factions for Fallout 4? As based on this video I got a couple ideas in what you could pitch for the MM, BoS and RR. From the MM being a still functional faction that's on the brink of a civil war instead of being fully destroyed and down to 1 man and a group of refugees like in canon, the RR being a underground resistance movement that's divided between the Synth members who want to take the fight to the Insitutute and its Human members who want to focus on rescuing people that were targeted by them, to the BoS being a revenge-driven faction whose original leaders were targeted and killed by the Institute in a pre-emptive attack that they needed to spend years preparing for via building the Prydwen.
People will probably argue that these are the flaws of the institute but these flaws don’t jsut make them a flawed faction. It just makes them bad like a badly written faction rather than a written flawed faction like they should’ve been.
