I read that there’s an additional tax for buildings that complete their construction. As such, if a building is “unfinished” they avoid those additional taxes. Hence the building crap on a lot of those buildings. Similar to the window glass taxes 400 years ago in a lot of European countries. 😋

Most middle and upper class don't live in downtown Cairo anymore..That's why it decayed and turned to industrial centres near where you live. the government destroys building and floors built without permit, but they don't remove the rubble, it's the land owners job; most don't care or too old to do anything about it. The government had enough with thousand year old Cairo, and decided to built a brand new capital 5 years ago. I lived there more than 10 years, I only ever needed to go to the downtown area like a handful of times. Building don't get washed, there is no point, it will be covered in sand again in a couple of days.

You decided to go dirt places and complaining it is dirt, you just saw 0.00000001% of Egypt, you can go to more clean places and stay there, but it is your choice to pay 18 $ a night , so try to be reasonable....go to new Cairo and stay there..

كلامك صح و لكن المطر مع وجود بنية تحتية جيدة لتصريفه يسهل النظافة كثيرا .
