Naah, they have a couple different style cities. One looks like it's from the US, where the other one that's been shown looks like it's based in the netherlands. Plus, from what they've shown, it looks like the character creation supports more than just asian characters. It's just that that's what they're mostly showing, because korea is a mostly monogene country, and they're advertising to Korea first and foremost.

In Sims 5 free to play you can create a sim. To be able to meet the character's needs and get a job, you need to purchase the appropriate DLC
