When vs should. Not sure when... But I would advise Universal to not rush the open. I would prefer they skip the summer if it ensures more kinks, training, staffing are ready to go. We all see what is happening with Top Thrill 2 & Zamperla.
I think one reason it might open early 2025 is so Universal can start gathering data & working out kinks before the summer rush hits the park in full. They know the place will definitely be PACKED during the first couple years and that a number of the rides (like Battle of the Ministry or Mine Cart Madness) could have lots of issues simply due to how innovative they will be, as well as the possibility of the portals causing bottlenecking.

If it does open before summer, I bet it would be in a reduced capacity and to certain guests at first. Probably universal team members, VIPs, and executives to make sure the park is actually operational and reliable. Once they do a month or two of those I could see them slowly opening up the park to the public / pass holders

Definitely different and more advanced but as far as I'm aware it's at the very least a similar concept. But it does have more potential to break down because of how advanced it is.
It's the same in that the ride vehicle can turn, tilt among other things....but it can also now go up and down. It's a very advanced ride vehicle that yeah will probably have some early growing pains for a bit until it gets completely figured out. This will probably have one of the largest wait times in the entire park consistently, like Hagrid's does at their current parks.

With construction still going on and pathways and tons of landscaping still to go, these things take time. I do believe that they'll do some previews prior to then with some select vloggers and news outlets.

They need it to look like it's absolutely packed with people so that other people can get excited and plan their visit. Any appearance of the park not being full will look like an absolute failure. Second, the teasing of the parks opening sooner is to get people booking reservations in their new hotels, Stella Nova and Terra Luna. They want those hotels full and don't want people waiting for summer to book their rooms there. Lastly, there's too much on the line to open this park half-cocked. They need to send a powerful message to their investors and to their competitors (Disney especially) that there's a new King of Theme Parks on the block. There's simply too much to risk by opening the parks too early.

Families are generally the driving force for attendance, so why not wait until the Summer when you can have them attend the big opening ceremony? If Universal wants to take down Disney, the Theme Park King, they can't afford to miss their shot.

I find it strange that Terra Luna and Stella Nova resorts are opening really early (Jan and Feb).
