No wonder the Spanish have taken a dislike to tourists that get drunk and are disrespectful. I can certainly relate to British hooligans, and it is well known. It's disgusting . Thanks for the update Stuart
the antipathy of the Spanish for Brits goes way beyond this. I live in Central London and it is common place to hear Spaniards (speaking in English) slagging off England/the English.
Tell me about it ! I live in Costa del Sol surrounded by Brits living here for years plus the tourist, total disrespect, no regards about neighbors, drunken, loud, superior to locals and forget about learning the language after years of living here, since they don´t need to do so I was told by one that is living here for 30 years plus that we should be grateful because they help the economy, really? they go to the pubs own by brits, gather only with themselves and they call themselves expats, actually they are immigrants total cognitive dissonance
Unfortunately you will always attract a certain crowd when offering cheap (for them) holidays with All Inclusive and At times an open bar. This is no reason to misbehave though. This has been going on for donkey years. Money has been more important to these regions, and they have always looked away. They should have tackled the problem years ago, imposing tougher rules, imposing heavy fines to the perpetrators including the expulsion from the country for 5 years. Fines also for hotels and such offering, all you can drink events etc.
That old adage applies here: it only takes one to ruin it for everyone. Not everyone that visits Spain is raucous and I hope that most of the citizens of Spain realize this. Perhaps raising the fines or making the punishment harsher will deter such bad individual behaviors. Go to jail and clean up the messes you and other raucous visitors make!

But it's not just the fault of the drunk person for being drunk but the people enabling and encouraging the drinking, just like it's not as simple to blame the obese person for being obese.

The vast majority of “democracies” are representative governmental. But I agree with you. There should be a process for the “people” to propose legislation for voting by the citizens.
