He pulled out some brushes that were tucked in his back pocket. And then proceeded to play a very hip brush accompaniment to the blues band that was playing on stage.
it refers to the crowd behind the drummers- not the drummers- they are the band - which is part of the first line. the Secondline is the crowd who are following the social aid and pleasure or funeral or whatever the occasion is.

Those straps are high stepper straps which are pretty unique to New Orleans but yes they are very similar to some bass straps Would look up some videos on st Aug marching 100 band to see how those straps are used for high step marching
