The govt is not listening, nor interested in listening, they think what they are doing is right, therefore, no need to listen to anybody. All instructions come from PMO and all others have to just listen. The other day it was said in Parliament that only 6 people run this govt, therefore, there is no need for all the other 140 crore to do anything or worry about anything except to just relax and listen to what they are being told. Capital taxation is tricky with the base of financial wealth being outside. Even if one has information on it, bilateral tax treaties make it difficult to tax them at ideal rates. It is important to give incentive and also impose penalties on certain type of base shifting.
